A governmental delegation led by the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev has paid a working visit to Kyzylorda Region.
The first facility to visit is the Kyzylorda Hydroelectric Complex. Here the members of the Government have familiarized with the implementation of the instructions of the Head of State for accumulating flood waters and increasing the area of irrigated land. The Special Envoy of the President of the Republic of Kazakhstan Serik Kozhaniyazov has delivered a speech about the state of the region's water supply infrastructure at the Baikonur Complex. As it is known, in the Message to the People of Kazakhstan "Third Modernization of Kazakhstan: Global Competitiveness", the Head of State pointed to increase the efficiency of use and increase the area of irrigated land. In the region, the total area of irrigated lands is about 240 thousand hectares, 180,000 hectares of which are brought into a crop rotation this year, by ten thousand more than in 2016. The expansion of irrigated land is achieved through the accumulation of water during the flood period in water bodies and the effective use of hydraulic structures, including the Kyzylorda Hydroelectric Complex.
The region has introduced three projects aimed at restoring and developing the water infrastructure of irrigated lands in the region in the state program for developing the agro-industrial complex, calculated up to 2021. In particular, it is planned to restore 15 thousand hectares of irrigated land within the second phase of the Irrigation and Drainage Improvement Project (IDIP-2). Another 144 thousand hectares in the region will be included in the third phase. The third project will restore 29,000 hectares of irrigated land.
In general, the situation in the water sector of the region is stable. Through the implementation of the first phase of the project "Regulation of the Syr Darya River Channel and Conservation of the Northern Aral Sea" (RSRCAS) the dam of Shardara HPP, Kazaly Hydroelectric Complex were reconstructed, the Kokaral Closing Dike, Aklaksk Hydraulic Structure, Karaozek Water Counter Regulator, Aitek Complex of Structures were built that contributed to a more efficient allocation of the incoming water volume. Great expectations are placed on the implementation of the second phase of the RSRCAS project that provides for the construction of dams, restoring Kamyshlybash and Akshatau lake systems, reconstruction and expansion of the nursery ponds at the Tastak site of Kamyshlybash fish hatchery in the Aral Sea area, etc.
The next facility to visit has become the Regional Children's Hospital. Here Bakytzhan Sagintayev has familiarized with the progress of preparation for introducing the system of compulsory social health insurance. The Children's Hospital, designed for 200 beds, was opened on the eve of the 25th anniversary of Independence of the Republic of Kazakhstan. The total area of the hospital is 25 744 square meters. There are 11 treatment departments, five surgery blocks, and the resuscitation department for 12 beds, the anesthesia department and the consulting and diagnostic department. In addition, the department for cancer patients was open, where they will receive palliative care. In the region, 108 children are registered with oncology; they receive the necessary medical care.
Further, the government delegation has visited the Entrepreneurs’ Service Center, which operates on the principle of "one window". The Center began functioning in January 2017. As the Deputy Akim (Major) of the region Yevgeniy Kim said, here consulting assistance to entrepreneurs in obtaining technical conditions, permits in the field of architecture and construction, as well as land issues; attracting investment in the region are provided. The explanatory work is carried out under the existing programs of state support, including the Program for Productive Employment and the Development of Mass Entrepreneurship, the Road Map-2020. From the day of opening the Entrepreneurs’ Service Center has provided more than two hundred services in the form of consultations and assistance in obtaining permits.
As part of the working visit, a meeting on the modernization of the region's economy has been held. Opening the meeting Prime Minister of the Republic Kazakhstan has noted that the main purpose of the working trip to the region is to familiarize with how the instructions of the Head of the State are being fulfilled, and state programs initiated by the President of Kazakhstan are being implemented.
In his speech the Akim (Major) Krymbek Kusherbayev said that the region uses best endeavors to implement the President's instructions, set in the Address to the Nation on the global competitiveness of Kazakhstan, and takes all measures to modernize the basic sectors, increase the level of workforce productivity, and develop competitive export productions within the third modernization of the region.
- The volume of production in the manufacturing sector grew by 9.4%, which is higher than the average national level. To implement the President's instructions on accelerated technological development in the region, six enterprises have introduced new technological equipment for gas utilization, electricity generation, sulfuric acid production and milk processing within the industrialization program. For example, the "Aral-tuz" JSC operates according to the latest Spanish technology, which allowed to increase the export of products by 40 times. Over the past two years, the company has won 12% of the Russian market of edible salt, - Krymbek Kusherbayev said.
According to the Region Akim (Major), this year it is planned to put into operation two export-oriented enterprises – one for production of molybdenum trioxide and a glass manufacturing plant. Molybdenum trioxide will be fully exported to Japan.
As for the construction of the glass manufacturing factory, today more than 99 percent of the equipment from the USA, Finland, and China has been delivered, and metalwork is being assembled. A memorandum has been signed between the "China Triumph" Chinese Company and the "Orda Glass ltd" LLP, within framework of which the plant construction is planned to be completed in December 2017. Chinese partners are already discussing the second stage of the plant construction, which will produce ultra-thin glass for solar batteries, smart phones and tablets.
It was noted that the "Nurly Zhol" government program are being effectively implemented in the region. For example, last year, construction of 80 apartment buildings with 4,000 apartments was carried out in Kyzylorda. This is two times more than in 2015. Since the beginning of this year, 19 houses for 980 apartments have been put into operation. In 2016 people on the waiting lists received 6,600 land plots for individual housing construction in the regional center.
The Region Akim (Major) invited the attention of the Head of the Government of the Republic of Kazakhstan to the work carrying out to develop housing and communal services within the framework of the Development of Regions Program. Three quarters of the settlements of the region, where 95 percent of the population live, are connected to a centralized water supply system. Today the regional center is fully connected to the Kyzylzharmin Underground Water Field. With the assistance of the "KazTransGas" JSC it became possible to gasify four regional centers and bring gas to Baikonur.
Work began on introducing the "Project Office" as a new model of public administration. At the same time, the most advanced analytical platforms and IT-technologies are used. The experience of Belgorod Region of the Russian Federation is used. The region has applied for participation in the "Project Olympus" competition with the project “Development of Mass Entrepreneurship in the Kyzylorda Region Project Management".
Also, Bakytzhan Sagintayev is presented with a project for building the left bank of the Syr Darya Kyzylorda, where the construction of the first microdistrict of 18 multi-storey houses (778 apartments), a kindergarten for 320 places and other facilities has been already started.
In the afternoon the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev and Region Akim Kyrymbek Kusherbayev have visited the Shalkiya Field. This field for total ore reserves is one of the main potential sources of raw materials for non-ferrous metallurgy in Kazakhstan. Here, more than 30 percent of all proven zinc reserves of the country are concentrated.
In 2012, the Kazgorproektservis LLP, on the basis of works previously performed by the Kazgiprotsvetmet Institute, prepared a project for the industrial development of polymetallic ores of the Shalkiya Field by an underground method with a capacity of 4 million tons per year. The project has passed all stages of coordination. The European Bank for Reconstruction and Development will participate in the project financing. During the visit of the Prime Minister Bakytzhan Sagintayev to Shalkiya, the agreement signing ceremony held between the Director of this financial institution in Kazakhstan, Agris Preimanis, and the Chairman of the Management Board of Tau Ken-Samruk JSC Mazhit Turmaganbetov.
Only at the initial stage of the project 521 people will work here, and the average salary, according to preliminary forecasts, will be at least 205 thousand tenge. And by 2020, when the mining and processing plant will put in commission, the number of workers will reach 1500 people.
Then the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev visited the ancient settlement of Syganak (VI-XIX cc.), located in Zhanakorgan district. Bakytzhan Sagintayev has familiarized with the progress of restoration and excavation works, which have been carried out since 2003 in the framework of the "Madeni Mura" state program, and since 2014 archaeological research has been carried out at the expense of the regional budget. There was also a meeting with representatives of the creative intelligentsia.
As a result of the working trip, Bakytzhan Sagintayev noted that the region, despite the decline in oil production, is actively developing the manufacturing industry, agriculture, mass medium-sized business, and also invests the most for social development and housing construction.
